If I had choice between 15 point mahan vs 11 point blysk, I would pick mahan. why I didn't play ranked seriously in last round as I didn't have 15 point captain in benson. for kiev, sims or mahan, I would think you would need 15 pointer to be competitive. I think you need 11 pointer minimum to be competitive. for ranked, having one of these ability can boost your ability to win. Why 11 point? because there are 3 great lvl 4 skill. AFT gives huge invisifire range and if you throw in CE, you are stronger than any DD in t7. it has good fire chance(9%) and flat firing gun. why I really think having capable captain can make a big difference. Well, with new ranked season being announced as T5-6 and t6-7 this is what I consider best option DD and captain abilities
